SAP Sybase DBACOCKPIT Works in offline

Hi Expert ,

I amhaving problem with my SAP BW dbcockpit t-code it gives error which i attached here

but when I use the web access from SICF tcode Iam getting dbcockpit web page but no connection with DB

how to solve this problem
