Hi Stephen,
Check if Windows has a cached copy of ads.ini in the AppData folder (C:\Users\%username%\AppData\Local\VirtualStore\). It's possible that copy is being picked up before what you have in c:\windows.
Sysinternal's Process Monitor will give you an idea of where ads.exe is looking for the file.
